ABUJA: The DSS filed an application seeking an interlocutory injunction to stop Utomi from making public statements, organizing rallies, or promoting any activity linked to the formation of a parallel government.
Kehinde explained that the action was not a move toward arrest but a legal step to preserve national security and constitutional order.
The DSS believes in the rule of law and has submitted itself to court to interpret the constitutionality of any shadow government, he said.
The DSS said the shadow government initiative could threaten national peace and unity, especially if allowed to operate outside the bounds of Nigeria’s constitution.
According to the court filing, Utomi’s continued public commentary despite a pending lawsuit could “ignite public unrest.
Kehinde added, It’s essential that civil discourse remains within legal boundaries. We’re seeking a court order to ensure that no actions are taken that may disrupt democratic governance.

Our client is not targeting arrests, Kehinde stressed, but is acting to prevent activities that may compromise internal security.
He reaffirmed that the DSS is a law-abiding agency that chooses legal channels over arbitrary action.
