LASERC, Millwater, and Eko Power Partner to Boost Electricity Supply in Lekki   Waterfront Injection Substation selected as pilot site to unlock available power and advance Lagos State’s 24-hour electricity vision.

Lagos State Electricity Regulatory Commission, LASERC
has initiated a strategic partnership with Millwater Limited and Eko Power to improve electricity supply across the Lekki axis through targeted infrastructure upgrades, network optimisation, and enhanced distribution performance.

The proposed initiative was detailed during a strategic meeting held on Monday at the Commission’s headquarters. Attendees included the Chief Executive Officer of LASERC, Mrs Temitope George; Executive Member, Engineering and Standards, Engr. Adekunle Olopade; Chief Operating Officer of Millwater, Hakeem Fashola; Funto Amire of Eko Power; and Millwater representatives China Odi and Seye Alawode, alongside senior regulatory officials.

The project will commence with a pilot intervention centred on the Waterfront Injection Substation, designed to resolve technical bottlenecks that currently prevent high-volume upstream power from reliably reaching end consumers. Preliminary findings presented by the project proponents indicate that the Waterfront Injection Substation receives power via the 33kV Waterfront 2 and Nera 23 feeders, boasting an average grid availability of approximately 95 per cent or higher. However, existing distribution network constraints have historically prevented end users from fully benefiting from this high uptime.

To bridge this operational gap, the initial phase will focus on comprehensive network audits to replace defective or undersized components, upgrading overhead lines, and balancing transformer loads to improve overall system stability and capacity. The rollout will concentrate on selected streets along the coastal corridor from the 3rd Roundabout toward Lekki Phase 1, with precise boundaries to be finalised post-technical audit.

Subject to final technical assessments, service procurement, and execution schedules, proponents estimate that initial rehabilitation works will be completed within two months. Future phases may incorporate dynamic backup systems to maintain supply continuity during broader grid outages.

Welcoming the proposal, LASERC CEO Mrs Temitope George highlighted that the project directly aligns with the state’s drive toward a reliable, 24-hour power supply. To ensure accountability and operational transparency, LASERC requested the submission of a formal Heads of Terms within two weeks to outline commercial terms, regulatory frameworks, project milestones, and partner responsibilities.

While supporting the commercially driven initiative, LASERC emphasised that future infrastructure models developed through this program should also be scalable to underserved communities across Lagos State, ensuring inclusive energy access across all socio-economic demographics.
