ASABA: The Delta State Signage & Advertisement Agency has officially launched the Centralised Smart Advertising Management Platform (CSAMP), a digital innovation designed to transform the regulation and administration of outdoor advertising across Delta State through technology-driven, transparent, and cashless operations.
The platform was unveiled during a colourful ceremony attended by top government officials, advertising practitioners, local government chairmen, captains of industry, and other stakeholders, where the Managing Director and Chief Executive Officer of DESSAA, Hon. Sebastine Okoh, described the initiative as a major milestone in the agency’s transformation agenda.
Welcoming guests to the event, Okoh said the launch of CSAMP marks the beginning of a new era for the agency, stressing that DESSAA is embracing innovation, transparency, accountability and operational excellence in line with the development vision of the Delta State Government.
Addressing Governor Sheriff Oborevwori, represented at the event, the Secretary to the State Government, commissioners, director-generals, local government chairmen, industry leaders, media representatives and other distinguished guests, Okoh expressed appreciation for their presence, describing it as a demonstration of their commitment to the growth and future of the agency.

According to him, DESSAA is opening a new chapter that will improve service delivery, strengthen institutional capacity and significantly increase the agency’s contribution to Delta State’s Internally Generated Revenue (IGR).
The Managing Director recalled that since its establishment in 2017, DESSAA has been responsible for regulating and sanitising the signage and outdoor advertising industry across the state but acknowledged that operational and structural challenges had limited the agency’s ability to fully achieve its mandate.
He explained that the agency’s transformation gained momentum following the appointment of a new management by Governor Sheriff Oborevwori, who envisioned a revitalised and result-oriented DESSAA capable of delivering greater value to the state.
Okoh disclosed that over the past three months, the management embarked on wide-ranging reforms, including a review of internal processes, improved stakeholder engagement, strategic partnerships, and the introduction of innovative systems aimed at enhancing efficiency and boosting revenue generation.
He noted that the outcome of those reforms is the newly launched Centralised Smart Advertising Management Platform.
Describing CSAMP as more than just a digital application, the DESSAA boss said the platform represents a complete transformation of the agency’s operations by providing advertisers, signage practitioners and other stakeholders with seamless online access to services from anywhere in the world.
He explained that users can now apply for permits, process approvals and complete transactions electronically without making unnecessary visits to DESSAA offices.
According to him, the digital platform operates on a fully cashless model designed to eliminate financial leakages, improve efficiency, discourage corrupt practices and ensure that all legitimate revenue due to the agency is properly captured.
“This platform offers convenience, transparency and accountability. Every transaction is electronically processed, making our operations more efficient while positioning DESSAA to maximise its revenue-generating potential for the benefit of Delta State,” Okoh stated.
To reinforce the agency’s anti-corruption drive, the Managing Director officially declared the commencement of a new operational campaign tagged “Operation No Pay Shishi Give Anybody.”
Drawing laughter and applause from participants, he invited everyone in the hall to repeat the slogan with their neighbours. Neighbour, Operation No Pay Shishi to Anybody Don Start Ooo!
He explained that the slogan symbolises the agency’s zero-tolerance stance against unofficial payments and its commitment to ensuring that all transactions are carried out strictly through the official digital payment channels provided by the new platform.
Okoh said the campaign sends a clear message that DESSAA has embraced transparency and accountability while eliminating opportunities for unethical practices in its revenue collection system.
He further disclosed that DESSAA’s technical partner, SmartSignage, would provide a comprehensive demonstration of the platform’s features and operational framework before its official unveiling by Governor Sheriff Oborevwori.
The Managing Director called on advertising practitioners, business owners, corporate organisations and members of the public to embrace the new platform and become ambassadors of the digital initiative by promoting its benefits across their various organisations and communities.
He expressed confidence that the digital transformation would not only improve service delivery but also reposition DESSAA as one of Nigeria’s leading technology-driven regulatory agencies.
“As we begin this new journey, we are building a smarter, more transparent and more prosperous outdoor advertising industry for Delta State. Together, we can create a system that benefits government, businesses and every stakeholder,” he said.
The launch of CSAMP is expected to modernise outdoor advertising administration in Delta State, strengthen regulatory compliance, improve ease of doing business and enhance internally generated revenue through a transparent, efficient and technology-powered system.
