CBN Gives PoS Operators One Month to Connect Systems to NIBSS, UPSL

ABUJA: The Central Bank of Nigeria (CBN) has directed all Point of Sale (PoS) terminal providers to implement dual connectivity within one month to reduce transaction failures and service disruptions.

In a circular dated December 11, 2025, the apex bank instructed all acquirers, processors and Payment Terminal Service Providers (PTSPs) to connect their systems to both the Nigeria Inter-Bank Settlement System (NIBSS) and Unified Payment Services Limited (UPSL).

According to the CBN, all transaction routing systems must be integrated with the two platforms to ensure seamless switching whenever one network experiences downtime. This, the bank said, will guarantee uninterrupted transaction processing.

The directive also mandates regular testing of the dual connections to confirm system resilience and effective failover. In addition, NIBSS and UPSL are required to notify the CBN within 24 hours of any service disruption, stating the cause and corrective actions taken.

The CBN warned that all regulated financial institutions and service providers must fully comply within one month from the date of the circular.
