Reps to Tinubu: Suspend the SAMOA Agreement Now.

The House of Representatives, on Tuesday, urged the Federal Government to suspend the implementation of the Samoa Agreement over the alleged Lesbian, Gay, Bisexual, and Transgender clause.

The lower legislative chamber has mandated its Committee on National Planning to investigate the agreement within four weeks and report back  to the house for further legislative action.

The House resolution was sequel to a motion of urgent public importance on samoa agreement brought to the floor of the green chamber by the Deputy Minority Leader, Hon. Aliyu Madaki, and 87 others during plenary on Tuesday.

The Samoa Agreement is the overarching legal framework for the European Union’s relations with 79 countries,including 48 African, 16 Caribbean, and 15 Pacific countries.

The European Nations in an efforts  to combat climate change have intensified, driven by the pressing need to protect our planet and its occupants  from the devastating effects of global warming.

The Samoa Agreement stands out among these initiatives as a critical turning point in promoting environmental responsibility and collaboration on a worldwide scale. Representatives from more than 170 countries signed the Samoa Agreement in 2022, signifying a global commitment to combat climate change via practical measures and shared responsibilities.

Understanding the Samoa Agreement.

The Samoa Agreement builds upon earlier international agreements such as the Paris Agreement and aims to strengthen global efforts in several key areas

 Risk Elimination: Risk elimination strategies to lower greenhouse gas emissions is one of the main objectives of the Samoa Agreement. Parties to the agreement have pledged to establish aggressive goals for reducing emissions and to put these goals into practice through policy.

1) Financing: The member Nations will allocate enough budget to  finance  essential and effective climate action, especially third wold countries that may lack the adequate funds and technology. The Samoa Agreement states the methodology for financial support, including funding from developed nations to assist developing countries in their climate adaptation and mitigation efforts

2) Risk Elimination:  Risk elimination strategies to lower greenhouse gas emissions is one of the main objectives of the Samoa Agreement. Parties to the agreement have pledged to establish aggressive goals for reducing emissions and to put these goals into practice through policy.

3) Adaptation and Resilience: The agreement highlights the significance of adaptation and resilience-building in vulnerable communities and ecosystems, acknowledging the inevitable effects of climate change. This include backing adaption strategies like infrastructure development, water management, and sustainable agriculture.

4)Transfer of technology: Reducing emissions and advancing sustainable development depend on having access to clean and sustainable technology. In order to help developing nations make the transition to low-carbon economies, the pact promotes technology transfer from industrialized to developing nations.

The Samoa Agreement represents a step forward in global environmental governance for several reasons:

  • Global Participation: The fact that most countries in the globe have signed the Samoa Agreement indicates that people generally understand how serious and urgent the climate situation is. This widespread engagement demonstrates a common commitment to working together to reduce climate change.
  • Ambitious Targets: The agreement sets ambitious targets for emissions reductions and outlines clear pathways for achieving these goals. By encouraging countries to ramp up their efforts and adopt more stringent measures, it aims to limit global temperature rise and mitigate the worst effects of climate change.
  • Equity and Justice: The Samoa Agreement addresses the principle of common but differentiated responsibilities, recognizing that developed countries have historically contributed more to greenhouse gas emissions and should therefore take the lead in reducing emissions and providing financial support to developing countries.

The important of the Samoa Agreement

The Samoa Agreement represents a significant step forward in global environmental governance for several reasons:

  • Universal Participation: With a vast majority of the world’s nations signing onto the agreement, it demonstrates a widespread recognition of the urgency and severity of the climate crisis. By encouraging countries to ramp up their efforts and adopt more stringent measures, it aims to limit global temperature rise and mitigate the worst effects of climate change.
  • Fairness: according to member countries, the agreement will addresses the principle of same but differentiated responsibilities, recognizing that developed countries have historically contributed more to greenhouse gas emissions and should  take the center stage  in reducing emissions and giving financial support to poor nations.

Challenges and Moving Forward

Despite its ambitious goals, the Samoa Agreement faces several challenges, including the need for greater political will, financial commitments, and technological advancements. Morealso, the agreement’s success hinges on effective monitoring, transparency, and accountability mechanisms to ensure that countries fulfill their commitments.

Moving forward, it is essential for countries to translate their pledges into concrete actions and accelerate their efforts to meet the agreement’s targets. This includes implementing robust policies, investing in renewable energy and sustainable practices, and fostering international cooperation to address climate change comprehensively.

The Samoa Agreement has become a subject of controversy in Nigeria amid claims that the agreement signed by the Federal Government contains clauses that mandate Lesbian, Gay, Bisexual, and Transgender, LGBTQ rights.

Recall that the European Union and member states came together to sign partnership agreement, which was referred to as the Samoa Agreement on November 15, 2023.

The Nigeria legislative arm and activists are raising against Nigeria led Government for signing the so called agreement since its promoting Gay marriage, Lesbianism and homosexual which is against the constitution of the Federal Republic of Nigeria.
