Governor Oborevwori Signs 2025 Appropriation Bill Into Law, Paving the Way for Statewide Developmen

ASABA: Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Wednesday signed the 2025 Appropriation Bill into law at Government House in Asaba, marking a significant milestone in the state’s developmental agenda. The approved budget, totaling N979.23 billion, is a mix of N630.46 billion for capital expenditure and N349.77 billion for recurrent expenditure.

With the 2025 budget titled “Budget of Fiscal Consolidation,” Governor Oborevwori emphasized that the budget was designed to build on his administration’s achievements and ensure sustainable growth for the state.

The budget was presented to the Delta State House of Assembly on November 14, passed on November 26, and assented to in just 20 days—a testament to the efficiency of the legislative process.

Budget Focused on Capital Projects and Public Well-being

Governor Oborevwori expressed his delight at the swift passage of the budget and its alignment with global best practices. He highlighted the increase in capital expenditure and reduction in recurrent costs compared to previous estimates, noting that this will ensure the effective implementation of projects during the 2025 dry season. He also stressed that the budget would contribute positively to public trust and the overall well-being of Deltans.

“This ‘Budget of Fiscal Consolidation’ will promote development across all sectors, from infrastructure to human capital, and will help improve the lives of our citizens,” Governor Oborevwori said. “It’s part of our commitment to advancing Delta State through timely and quality service delivery as outlined in our MORE Agenda.”

Southern Delta University Gets a New Lease on Life

In addition to the 2025 Appropriation Bill, the Governor also assented to the Southern Delta University, Ozoro, Establishment Amendment Law 2024. The law changes the university’s name from the University of Science and Technology to Southern Delta University, which will now allow the institution to offer more courses and accommodate a larger number of students.

We have taken an important step towards the growth of our higher education sector,” the Governor said, explaining that the name change would facilitate accreditation for additional programs and improve the university’s overall impact.

Governor Oborevwori also signed several important bills into law, including:

A Year of Sound Fiscal Management

In his remarks, the Governor expressed his gratitude to the state legislature for its quick and effective passage of the bills. He also assured Deltans of continued infrastructural and human capital development in 2025, emphasizing that his administration would remain focused on fiscal discipline.

“We have managed our resources effectively and have not resorted to borrowing,” he said. “Our financial discipline has helped us pay contractors and mobilize projects without incurring debt, even in the face of economic uncertainty.”

Legislative Support and Transparency

Rt. Hon. Emomotimi Guwor, Speaker of the Delta State House of Assembly, presented the 2025 Appropriation Bill to the Governor.

He praised the collaborative efforts between the executive and legislative branches, stating that the bill was passed after a thorough review process that prioritized the completion of ongoing projects, the expansion of the revenue base, and the enhancement of transparency in public spending.

The Speaker further noted that allocations within the budget are designed to support key sectors including Agriculture, Health, Education, Water Resources, and Roads, ensuring that the state’s development is both comprehensive and sustainable.

With the 2025 budget now signed into law, Delta State is poised to continue its journey toward greater prosperity, with an emphasis on strategic investments in both infrastructure and human capital.
