ASABA: The Delta State Executive Council has approved a proposed budget of N936 billion for the 2025 fiscal year, with a goal of generating N140 billion in internally generated revenue (IGR).
This announcement was made to the press following a meeting of the State Executive Council, which was chaired by Governor Sheriff Oborevwori.
The Commissioner for Economic Planning, Mr. Sonny Ekedayen, outlined that the proposed budget is divided into two main components: N587.4 billion (62.75%) for capital expenditure and N348.7 billion (37.25%) for recurrent expenditure.
Ekedayen, accompanied by the Commissioner for Information, Dr. Ifeanyi Osuoza, the Commissioner for Works (Rural and Riverine Roads), Mr. Charles Aniagwu, and the Commissioner for Riverine Infrastructure, Hon. Ebikeme Clark, further explained that the 2025 budget is based on an exchange rate of N1,300 per dollar.
The total budget size stands at N936,078,818,719, with N587,361,060,084 allocated for capital expenditure and N348,717,758,635 for recurrent expenditure. This reflects our balanced approach to driving development, with significant focus on capital investment,” Ekedayen said.
He also noted that the 2025 budget is a 29.12% increase over the current year’s budget, underscoring the state government’s commitment to advancing development in key sectors. These include agriculture, support for micro, small, and medium enterprises (MSMEs), youth empowerment, tourism, entertainment, social safety nets, poverty alleviation, healthcare, and education.

- proposed budget will be reviewed before it is officially presented to the State House of Assembly for further consideration, Ekedayen added.
Emphasizing transparency and accountability, Ekedayen confirmed that the 2025 budget will be fully funded from organic sources, with no borrowing. A significant portion of the funding will come from the Federal Accounts Allocation Committee (FAAC), while the internally generated revenue will serve as a secondary source.

In addition to the budget, Commissioner Ebikeme Clark shared that the SEC had ratified Governor Oborevwori’s approval for the construction of a Model Secondary School in Oporoza and an access road connecting the temporary site to the permanent site of the Nigerian Maritime University in Okerenkoko, Warri South-West Local Government Area.
Clark highlighted that, although the Nigerian Maritime University is a federal institution, the Governor recognized the importance of building infrastructure to connect the university’s campuses and improve access for local communities. The people of the riverine areas are pleased with the Governor’s commitment and believe that he will continue to prioritize their development,” Clark said
